NUPRC Sets November 20 Portal Launch for Nigeria’s Latest Upstream Bid Round

Nigeria has formally positioned its upcoming petroleum licensing round as a prime frontier for global capital, offering 40 oil and gas blocks across land, shallow water and deepwater terrains.
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) announced Monday that its electronic bidding portal will officially open on November 20, 2026.
Speaking at the ADIPEC Exhibition and Conference in Abu Dhabi, NUPRC Chief Executive Oritsemeyiwa Eyesan told international investors that the regulatory framework has been restructured to minimize execution delays and market uncertainty.
“We are expecting investors to turn to Nigeria,” Eyesan said during a roundtable discussion. “We have set a very attractive fiscal framework for investors. The entire environment is a lot more secure.”
The latest offering comes as African hydrocarbon producers face heightened competition for international exploration capital. Eyesan noted that Nigeria is mitigating investor anxiety by addressing security vulnerabilities and streamlining cost structures across upstream operations.
The regulatory push is tied to broader state efforts to monetize domestic reserves and expand export corridors. State planners are leaning on major infrastructure developments—including ongoing gas pipeline initiatives—to guarantee regional and European energy supply lines.
Industry analysts point out that while global financing for fossil fuels remains constrained by energy transition mandates, frontier and mature basins with competitive fiscal terms continue to attract targeted investments.
The NUPRC confirmed that details regarding qualification criteria and asset data packages will be accessible through the portal once bidding commences later this month.
