The Central Bank of Nigeria has appointed eight pre-shipment inspection agents and two monitoring and evaluation agents to oversee crude oil and gas exports across national terminals.
The regulatory changes took effect under the Nigerian Export Supervision Scheme. A circular signed by Aderinola Shonekan, Director of the Trade and Exchange Department at the central bank, detailed the new terminal reallocations.
The directive applies to authorized dealer banks, the Nigeria Customs Service, terminal operators, and oil and gas companies. It also involves the Nigerian Upstream Petroleum Regulatory Commission and the Nigerian National Petroleum Company Limited.
The framework establishes tighter oversight for outgoing petroleum shipments to ensure accurate cargo documentation and secure foreign exchange repatriation. Under the updated schedule, firms such as Dakee Engineering and Construction, Trexem Energy Services, and Geoscape Limited have been assigned to specific terminals like Escravos, Bonny River, and Qua Iboe.
To maintain accountability, the central bank appointed Q&Q Control Services and Arlington Securitas Nigeria as monitoring and evaluation agents. These evaluation entities are tasked with supervising the inspection companies and verifying compliance across all designated export zones.
Additional inspection duties were assigned to 617 Limited, Robinson International Energy, Trobell International Nigeria, Integrated Shipping Services, and Kephren Business Limited. These firms cover major offshore and onshore export hubs including Bonga, Forcados, Agbami, and Akpo.
